Also try adjusting your height knob to TOP after putting deck all the way down, see if that helps, the adjustment knob pawls (notches) could be worn to not catch the knob. Look under there with someone raising and lowering it s-l-o-w-l-y. You may have to remove the mower deck to get a better view. See if it's moving with the 3PH. If it is, trace it to under the tractor (if you can with the deck mounted - otherwise you may need to remove it to check the rest of the linkage). That's all I can think of off the top of my head.
